Apprentice New Rules Implemented from 01-04-2024: Pan India roll-out of DBT under NAPS has started with the launch event held on 11-08-2023. It is aware that with effective from 1″ July 2023, all new contracts signed under NAPS will adhere to DBT as per the guidelines. Inviting reference to NAPS-2 guidelines issued vide letter of even number dated 25-08-2023, for transfer of Government of India (Gol) share of stipend through DBT, it is to inform that Aadhaar seeding is necessitated for receiving Direct Benefit Transfers (DBT) provided under the scheme using the Aadhaar Payment Bridge (APB) system. Accordingly, the following instructions may be noted for compliance without fail:

Apprenticeship New Notice 2024

• (a) New candidate registration:
  • (1) Starting from 01-04-2024, all new candidates applying for apprenticeship opportunities under NAPS must have their Aadhaar number seeded with a bank account.
  • (1) Bank account of the candidate has to be a saving/general/ Jan Dhan account in any scheduled commercial bank/payment bank/Regional Rural Bank (RRB)/ Co-operative bank. However, the account should not be a current account or a loan account.
  • (iii) Candidates registering on the apprenticeship portal for the first time will undergo mandatory eKYC through the portal. Post eKYC, candidate information will be forwarded to Public Finance Management System (PFMS) for the generation of a beneficiary ID based on Aadhaar.
  • (iv) In case where a beneficiary ID is not created based on Aadhaar and if apprenticeship contract is generated, portal will provide the candidate with a disclaimer advising to complete the Aadhaar seeding process.
• (b) For existing apprentices undergoing training:
  • (i) Apprentices who are presently undergoing training under NAPS, will compulsorily seed their Aadhaar number with bank account immediately on or before payment date if not done. Establishments will be responsible to ensure the same.
  • (ii) To avoid any disruption to payment of Gol share of stipend to these apprentices, establishments, therefore, have to ensure that
    • Bank account of the candidate has to be a saving/general/JanDhan/ in any scheduled commercial bank/payment bank/Regional Rural Bank (RRB)/ Co-operative bank and as per RBI/DFS guidelines. However, the account should not be a Cash credit account/ PPF account/Current account or a Loan account.
    • The apprentices must complete the Aadhaar seeding by visiting the concerned branch of the bank or by accessing their bank’s mobile application/portal.
    • For those contracts that fall under ‘non-NAPS’ category(contracts for which the establishment chooses not to take the financial benefit), Aadhaar seeding as stated above is not compulsory but advisable.

• (c) Candidate can check Aadhaar seeding status of bank account as below:

  • (ii) NPCI home page – https://www.npci.org.in/,>> Consumer tab,>> Bharat Aadhaar Seeding Enabler (BASE)
• (d) If Aadhaar status is inactive, candidate/ apprentice to visit respective bank branch in person and submit the duly filled Aadhaar consent form.
• (e) Establishment: To make note that
  • (i) a candidate with successfully generated beneficiary ID (refer to para/2(a)(iii)) will be only eligible to sign NAPS contract.
  • (ii) only when stipend payment to the apprentice is made through Apprenticeship gateway available on the portal, DBT will be initiated through Aadhar Payment Bridge (APB) system.
  • (iii) Stipend paid to apprentices using VAN functionality of the apprenticeship portal will be entitled to receive the government share of stipend.
  • (iv) In case if stipend is paid through any other payment mode / instrument (eg cheque) other than the one stated above, establishment will be required to pay the full stipend to the apprentices and even if it is a NAPS contract.

Apprentice Most Important Notice 2024

• Starting 01-05-2024, Account-based payment method which is in current practice will be temporarily paused for 15 working days before proceeding with the Aadhaar Payment Bridge (APB) system payout process. No DBT will be processed during this transition period.
• DBT payment will be resumed from 16-05-2024 through APB system.
• This issues with the approval of competent authority.
